Stakeholders demand suspension of Publican system amid concerns over implementation and consultation

Tensions are escalating within Ghana’s trade and logistics sector as stakeholders raise concerns over the implementation of the Publican artificial intelligence (AI) port system, prompting an intervention by the Ministry of Transport.

The Minister for Transport is expected to meet representatives of the Ghana Union of Traders Association in the coming days, following growing resistance to the system’s rollout.

The Publican AI platform, introduced to enhance efficiency, transparency, and automation in port operations, has faced criticism from sections of the trading community who argue that its implementation has created operational challenges.

According to GUTA officials, traders have called for the temporary suspension of the system to allow for broader consultation and resolution of concerns.

A Vice President of the association indicated that efforts have already been made to engage relevant authorities on the matter.

“We also told the chief executive officer that the programme should be suspended… he has unfortunately travelled… he will be meeting us on Thursday… to solve all the challenges,” he said.

The concerns raised by stakeholders include issues related to system accessibility, cost implications, and the readiness of users to adapt to the new digital framework.

Traders argue that while modernization of port systems is necessary, the transition must be inclusive and responsive to the realities on the ground.

The Ministry of Transport’s decision to facilitate dialogue between the parties is seen as a step toward addressing the impasse and restoring confidence among stakeholders.

Officials say the meeting will focus on identifying key challenges, reviewing implementation processes, and exploring possible adjustments to improve the system’s effectiveness.

The Publican AI system is part of broader efforts by government to digitize port operations, reduce human interference, and streamline cargo clearance processes.

However, experts note that the success of such systems depends heavily on stakeholder buy-in, user training, and phased implementation strategies.

As discussions continue, the outcome of the upcoming meeting is expected to play a crucial role in determining the future of the AI system and its acceptance within Ghana’s trade ecosystem.
