NC Rep. Chuck Edwards Drops Reelection Bid After Ethics Report on Conduct Toward Staffers
House Ethics Committee found “persistent unprofessional and inappropriate conduct” toward two young female staffers

U.S. Rep. Chuck Edwards of North Carolina announced he is withdrawing from his reelection campaign following a House Ethics Committee report.
ASHEVILLE, N.C. — Republican U.S. Representative Chuck Edwards of North Carolina said Wednesday he is ending his reelection campaign, days after a House Ethics Committee report recommended censure over his conduct toward two young female staffers.
“After much prayer and reflection, I’ve decided to withdraw from my re-election campaign. I will complete my current term,” Edwards wrote in an early morning post on X. He did not directly address the allegations in the statement.
The bipartisan Ethics Committee released its report on August 3, concluding that Edwards had “engaged in persistent unprofessional and inappropriate conduct towards two young female staffers”.
What the Report Found
According to the committee’s findings, the conduct included giving lavish gifts, making comments about the staffers’ appearance, and inviting them to intimate dinners and vacations. The report also detailed text exchanges between Edwards and one staffer, identified as “Staffer 2”.
In December 2024, while the woman worked in his congressional office, Edwards texted: “What if I skip votes and help you decorate your tree once you get home tomorrow?”
House records show he missed four roll-call votes that evening, including votes on autism programs, veterans health care, and federal judgeships. 8332
Nearly 10 months later in October 2025, the former staffer suggested dinner while driving through Charlotte. Edwards responded that he had canceled a scheduled tele-town hall with constituents to attend. 8332
The committee found no evidence of sexual relations or explicit propositions. However, it concluded his behavior led to “rumors and innuendo and made the two staff members uncomfortable”.
The panel said the staffers “were put in an untenable position by virtue of his status as their boss and a Member of Congress” and that Edwards was “at minimum blind to that reality, and at worst, dismissive of the impact his inappropriate conduct had on the careers and wellbeing of two women on his staff”.
Edwards denied that his conduct was intended as sexual or romantic in nature, the committee said.
What’s Next
It remains unclear who will replace Edwards on the Republican ballot for November’s congressional election. He said he will serve out the remainder of his current term.
The announcement comes as North Carolina politics remain in flux. Last week, the state House overrode Gov. Josh Stein’s vetoes of four bills requiring greater cooperation with ICE and banning DEI in public schools and universities.
Edwards’ decision marks the second major ethics-related exit in Congress this summer and adds another open House seat to a competitive map heading into the midterms.
