China has strongly rejected suggestions that it is engaged in “malicious competition” in the global race for artificial intelligence, accusing some American voices of promoting Cold War-style thinking instead of encouraging international cooperation.
The response follows recent remarks by Anthropic CEO Dario Amodei, who argued that the United States should slow the development of its most powerful AI systems while maintaining strict export controls to prevent China from overtaking America in the field. His proposal has been endorsed by several prominent technology leaders, including OpenAI CEO Sam Altman and Elon Musk.
Beijing rejects “threat narratives”
China’s Foreign Ministry said artificial intelligence should benefit all humanity and warned against treating technological development as a zero-sum geopolitical contest.
Officials argued that portraying China as an inherent AI threat would undermine efforts to establish responsible global governance and increase the risk of fragmentation in one of the world’s most important emerging technologies.
State-backed newspaper Global Times was even more direct, describing calls to restrict China’s AI progress as a “Cold War playbook” designed to preserve America’s technological dominance rather than improve global safety.
The debate over slowing AI
The latest dispute comes amid growing concern about the rapid pace of artificial intelligence development.
In a recent essay, Amodei argued that frontier AI models could pose profound risks if developed without sufficient safeguards. He proposed stronger government oversight, mandatory safety evaluations and tighter restrictions on advanced semiconductor exports to China.
His argument is not that AI development should stop entirely, but that the most powerful systems should advance more cautiously while preventing authoritarian governments from gaining a strategic advantage.
Trump takes the opposite approach
US President Donald Trump has rejected calls for a slowdown, insisting that maintaining American leadership in AI is a national priority.
Trump recently dismissed fears that AI development should be paused, arguing that “whoever wins AI wins” and warning against policies that could allow China to catch up technologically.
The contrasting positions highlight an emerging divide within the United States itself: some technology executives want stronger regulation, while the Trump administration is prioritizing speed, innovation and geopolitical competitiveness.
AI rivalry ahead of Trump–Xi talks
Artificial intelligence is expected to be one of the central issues in upcoming discussions between President Trump and Chinese President Xi Jinping, as both governments seek to manage rising tensions over technology, trade and national security.
In recent months, US intelligence agencies have accused several Chinese AI companies of using “model distillation” to extract capabilities from advanced American systems, allegations Beijing has repeatedly denied as groundless.
China maintains that it supports open and inclusive AI development and says the future of the technology should be shaped through international cooperation rather than confrontation.
Why it matters
The disagreement goes beyond competition between two superpowers. Artificial intelligence is increasingly viewed as critical infrastructure that will shape future economies, military capabilities, healthcare, education and scientific research.
As the United States and China compete for leadership, the challenge facing the international community is whether global AI governance can be built on cooperation—or whether geopolitical rivalry will define the next era of technological innovation.
