Canadian Prime Minister says proposed agreement could reshape Middle East stability and global energy markets

Canadian Prime Minister Mark Carney has described a proposed framework agreement between the United States and Iran as a potential “game changer,” saying he has reviewed details of the plan and believes it could significantly alter the geopolitical landscape of the Middle East.

Speaking during an interview with CNN on the sidelines of the G7 Summit in France, Carney said the framework represents one of the most significant diplomatic developments since the outbreak of the U.S.-Iran conflict earlier this year. He stressed that while a final agreement has yet to be signed, the progress made so far offers hope for regional stability and economic recovery.  

The proposed agreement, brokered through months of negotiations involving the United States, Iran, and international mediators, is aimed at ending hostilities, reopening the Strait of Hormuz, and establishing a pathway toward broader nuclear and security talks.  

Carney noted that a successful agreement would have implications far beyond the Middle East, particularly for global energy markets, trade routes, and international security.

“This could be a game changer,” the Canadian leader said, emphasizing that peace in the region would help reduce uncertainty that has disrupted global oil supplies and contributed to economic instability.  

The framework reportedly includes commitments to maintain freedom of navigation through the Strait of Hormuz, one of the world’s most important oil shipping corridors. It also outlines a process for future negotiations on Iran’s nuclear program and sanctions relief.  

According to reports, the agreement could be accompanied by a massive private-sector reconstruction and development initiative valued at approximately $300 billion, designed to support economic recovery and investment in Iran if a final deal is reached. Officials have stressed that the fund would be privately financed and not funded by taxpayers.  

Despite the optimism expressed by world leaders, questions remain about whether all parties will ultimately endorse the agreement. U.S. President Donald Trump has previously indicated that negotiations remain delicate and warned that the deal could collapse if commitments are not honored.  

The framework has also attracted criticism from some policy experts who argue that certain provisions could strengthen Iran’s strategic position without securing sufficient long-term concessions. Others, however, see the proposal as the best opportunity available to prevent a wider regional conflict.  

At the G7 Summit, several world leaders welcomed the diplomatic breakthrough and expressed support for efforts aimed at transforming the preliminary framework into a lasting peace agreement. The group described the proposal as an important opportunity to reduce tensions and prevent further escalation in the region.  

For Canada, the success of the agreement could bring significant economic benefits, particularly through more stable energy prices and reduced uncertainty in global markets. Carney indicated that the international community should remain engaged to help ensure the framework develops into a durable and enforceable peace arrangement.
