Government Endorses Five-Year Presidential and Parliamentary Terms Under Constitutional Reform Agenda

By Boakye Stephen,Kumasi, Ghana| Reporting for Ghanaian News Canada | July 30,2026

The Government of Ghana has expressed support for extending the tenure of both the President and Members of Parliament from four years to five years as part of ongoing constitutional reform proposals.

Attorney-General and Minister for Justice Dr. Dominic Ayine explained that the existing four-year cycle leaves governments with limited time to effectively execute development programmes because substantial periods are devoted to political transition and election activities.

According to government, a five-year mandate would provide greater continuity for national planning, implementation of policies and evaluation of development outcomes while reducing disruptions associated with frequent election cycles.

The proposal forms part of recommendations submitted by the Constitutional Review Committee chaired by Professor H. Kwasi Prempeh.

The suggested amendment, however, has not yet become law. It must pass through Ghana’s constitutional amendment procedures before taking legal effect.

Commentary

The proposal raises an important constitutional policy debate. Supporters argue that longer terms promote policy continuity and reduce campaign-related distractions. Critics may contend that extending political mandates delays voters’ opportunities to hold elected leaders accountable.

Ultimately, any constitutional amendment should balance governmental stability with democratic accountability, ensuring that reforms strengthen—not weaken—public confidence in constitutional governance.
